One could only suppose that the apparently forgotten beginning of any story was unforgettable; perpetually one was subject to the sense of there having had to be a beginning somewhere. Like the lost first sheet of a letter or missing first pages of a book, the beginning kept on suggesting what must have been its nature. One never was out of reach of the power of what had been written first. Call it what you liked, call it a miscarried love, (...) it imparted, or was always ready and liable to impart, the nature of an alternative, attempted recovery or enforced second start to whatever followed. The beginning, in which was conceived the end, could not but continue to shape the middle part of the story, so that none of the realisations along that course were what had been expected, quite whole, quite final. This paper is a personal account of the events associated with the author’s work at the University of Toronto’s Hospital for Sick Children on a drug, deferiprone, for the treatment of thalassaemia. Trials of the drug were sponsored by the Canadian Medical Research Council and a drug company which would have been able, had the trials been successful, to seek regulatory approval to market the drug. When evidence emerged that deferiprone might be inadequately effective in a substantial proportion of patients, (...) the drug company issued legal threats when the author proposed informing her patients and the scientific community. Until protests were made by international authorities in her field of research, the hospital and university did not adequately support the author’s academic freedom and responsibilities as a medical practitioner. It is argued that underlying cause of this, and of other similar cases, is the political philosophy which is driving the commercialisation of universities and bringing about the deregulation of drug approval procedures. Having shown the structural affinities between the Critique of Pure Reason and the Critique of Practical Reason, the dissertation takes up the interpretative issue of the "primacy of practical reason." This results in a demonstration that primacy rests upon the importance Kant gave to the spontaneous subject as the determining ground of a priori knowledge. Primacy, then, rests upon the fact that in action, the cognition of this self-active subject is possible. Finally, primacy is directly related to the fact that (...) in action reason's interest in the unconditioned is exhibited. ;This dissertation is a reconstruction of Kant's system of the primacy of practical reason. The reconstruction bases the meaning of "primacy" in the existence of the self-active subject of the second Critique as the Bestimmungsgrund of action, of practical knowledge and theoretical knowledge. The reconstruction proceeds first methodologically and then interpretatively. ;Methodologically models for transcendental arguments, transcendental frameworks and transcendental deduction are articulated expansively enough to explicate the Critique of Practical Reason as a technically rigorous transcendental work. The models used in analyzing the "Analytic" of the second Critique demonstrate the necessity for grounding the unity of the practical phenomenal manifold in the spontaneity of the subject. The resulting unity is an individuated self cognized as a unitary will with a manifold of desire idiosyncratic to it. Such a subject is demonstrated to be dependent upon the constitution of a free and universal subject by virtue of the fact that only through Wille is Willkur possible, since only Wille can provide an a priori organizing principle for cognizing volition. ABSTRACT This paper examines the significance to professional decision‐making of the concept of the ‘merits’. The merits serve in practical affairs to delineate considerations appropriate to ethical decision‐making and require in particular the avoidance of ‘self‐interest’. Drawing on the example of politics, it is argued that the boundaries of the ‘merits’are never fixed across professional fields but rather are determined by the distinctive character of the professional's fiduciary responsibilities; and that properly understood, the merits may demand some ‘self‐interested’considerations which in (...) the common conception would be rejected. The political example also suggests how the ‘ethical’conflict over the accepted boundaries of the merits can mask fundamental normative and political differences which would be better made explicit. Despite the advances wrought in recent years by recuperative readings of The Second Sex, Simone de Beauvoir's views on motherhood and mothering remain under‐appropriated when it comes to both feminist metaphysics and feminist political priorities. In our radically anti‐essentialist era, we are inclined take for granted that gender is a social construct, potentially oppressive when it's understood as a biological given but potentially liberating when its fundamental arbitrariness and infinite malleability are appreciated. Though Beauvoir is in no way a gender (...) essentialist, in the current theoretical atmosphere her insistence on the importance of physiology is more critical than ever. Under conditions in which women are told everywhere they turn that they are to gauge their worth as human beings according to the way their bodies look and work (with special emphasis on thinness and fertility), Beauvoir's reasons for emphasizing the fraught nature of pregnancy and motherhood can help us understand our continuing confusion over what it means to be a woman. On the ordinary view, The Second Sex, while an important historical touchstone for “feminist theory” is not, or not quite, a philosophical piece of writing, and those of her publications that merit that title are mere apologetics for Sartrean existentialism. But in the years since Beauvoir’s death in 1986 allowed for the release of her voluminous and revealing letters to Sartre, more and more feminist philosophers have been taking a second look at The Second Sex and Beauvoir’s other essays and fiction as they try to engage productively both with non-academic feminist work and with the philosophical mainstream. As a result, the difficult question of just how to assess Beauvoir’s relationship both to philosophy in general and to Sartre in particular has become pressing and is at the center of the four books under review here.The authors of these books are each committed, in their own sometimes strikingly different ways, to two theses: first, that to understand Beauvoir’s place in the history of philosophy one must study her appropriations of the work of philosophers other than just Sartre and, second, that at the heart of Beauvoir’s enterprise in all of her work is a desire to think about how to create and sustain reciprocity between an existentially committed self and an equally autonomous other.The most historically oriented and, on my view, meticulous exploration of Beauvoir’s relationship to her philosophical influences is Lundgren-Gothlin’s superb Sex and Exıstence, which chronicles Beauvoir’s indebtedness to and interest in, especially, Hegel and Marx. Lundgren-Gothlin, a philosophically trained Swedish intellectual historian, shows decisively that one cannot make philosophical sense of The Second Sex as long as one reduces its philosophical dimension to boilerplate Sartreanism. 4. Giving Voice: Beauvoir's Legacy in Two Perspectives.

Broadband internet access is a super-determinant of health that plays an important role in healthcare and public health outcomes. Laws and policies shape implementation and use of broadband for healthcare and public health. Connecting broadband and telehealth laws with their health impacts, through legal epidemiological research, enables states to make evidence-based decisions to improve health outcomes for underserved populations.

In this paper I attempt to further the case, made in recent years by Eva Gothlin, that readers interested in a philosophical return to Simone de Beauvoir's The Second Sex have good reason to heed Beauvoir's appropriation of central concepts from Heidegger's Being and Time. I speculate about why readers have been hesitant to acknowledge Heidegger's influence on Beauvoir and show that her infrequent though, I argue, important use of the Heideggarian neologism Mitsein in The Second Sex makes inadequate sense (...) apart from an appreciation of the fundamental role played by her appropriation of Hegel's master-slave dialectic in that book. I suggest a way to square Beauvoir's Hegelian claim that human beings are fundamentally at odds with one another with her Heideggerian view that we are also all ontologically with one another. Finally, I sketch out a way of interpreting Beauvoir's employment of certain concepts from Hegel and Heidegger in the service of understanding, hence beginning to overcome, women's oppression. Public health ethics, like the field of public health it addresses, traditionally has focused more on practice and particular cases than on theory, with the result that some concepts, methods, and boundaries remain largely undefined. This paper attempts to provide a rough conceptual map of the terrain of public health ethics. We begin by briefly defining public health and identifying general features of the field that are particularly relevant for a discussion of public health ethics.Public health is primarily concerned with (...) the health of the entire population, rather than the health of individuals. Its features include an emphasis on the promotion of health and the prevention of disease and disability; the collection and use of epidemiological data, population surveillance, and other forms of empirical quantitative assessment; a recognition of the multidimensional nature of the determinants of health; and a focus on the complex interactions of many factors—biological, behavioral, social, and environmental—in developing effective interventions.
